Companion to the phoenix-pro change replacing the AI chat panel's permission-mode toggle with a dropdown select. Restyles the trigger to match the model switcher (dot + label + chevron) and adds popup styling for the new dropdown. Swaps AI_CHAT_MODE_SWITCH_HINT for AI_CHAT_PERMISSION_SELECT_TITLE, used as the trigger's static tooltip.
